Our Story

The DACCS Journey

Devon & Cornwall Care Services began in 2002 when Pauline Hilton established the company with a mission to provide quality, person-centred care that enables people to remain in their own homes. Drawing on her 30 years of experience in Health and Social Care, Pauline created a service built on compassion, professionalism and family values. Over the years, DACCS has grown steadily while maintaining its commitment to personalised care. In 2007, Samantha joined her mother in the business, bringing fresh perspectives while upholding the same core values that have always defined our approach.


Today, we remain proudly independent and family-run, serving communities across Tavistock, Okehampton and surrounding areas with the same dedication to exceptional care that inspired our founding.

Pauline Hilton DACCS

Pauline Hilton

Owner & Registered Manager

Pauline has owned and run DACCS for over 22 years, bringing more than 30 years of experience in Health and Social Care to the business. Her extensive qualifications include a counselling diploma, NVQ assessor certification, Managing Safely certification from the Institution of Occupational Safety and Health, a CTTLS teaching award, and a Level 7 award in Strategic Leadership. Pauline is also a qualified Moving and Handling Trainer who constantly updates her skills to ensure the highest standards of care.

Sam Hilton DACCS

Samantha Hilton

Care Manager

Samantha has been with DACCS for 17 years and has managed the company alongside her mother Pauline for the past 6 years. She holds NVQ Level 3 & 4 qualifications in Health and Social Care, and has achieved her Level 5 Diploma in Leadership for Health and Social Care (Registered Managers Award). Samantha is also a Moving and Handling trainer. She is deeply passionate about ensuring clients have choice in their care decisions and maintaining the highest standards of service delivery.
